Request for Quotations - 191D3223R0007 Indonesian Language Class Online and Offline for USDH and EFM (O=03/08/23 C=03/23/23)
The solicitation is to provide Indonesian language instruction to adult students that focuses on the beginner, intermediate and advanced levels, as well as job specific knowledge for Consular, Political, Economic and Commerce Officers.. Instruction and determination of students’ language proficiency levels shall be based on the proficiency, communication, and academic principles set forth by the Foreign Service Institute (FSI).
In order for a proposal to be considered, you must also complete and submit the following:
1. SF-1449
2. Section 1, Pricing Schedule;
3. Section 5, Representations and Certifications; and
4. All information based on Section 3
Award will be made to the lowest priced, acceptable, responsible offeror. Quoter shall review the section I and submit a completed solicitation package per Section III – Solicitation Provision – of the RFQ/the solicitation. Government reserves the right to reject the proposal that unreasonably low or high in prices. The lowest price will be determined from the total price on SF1449 block 26. Quotation must be sent to the physical address or via email (available on RFQ) on or before the due date stated.
Important: Quoters may register in the System for Award Management (SAM) prior to submission. The registration may be an extensive process, therefore, interested quoters should conduct the registration as soon as possible. The SAM number must be provided with the quote.
Award may be made without any discussions, although we will conduct the discussions with offerors within the competitive range if required.

- EBM (External Battery Module) for Item #1 (Eaton Blade UPS Power Module (400103005992-5501V) 20 Units
- Extended Battery Runtime Module (EBM – 20 x 12V – 9Ah)
- UPS 9170, Asy-0529 –Battery Module or equal 28 Units
The cost will include among others, delivery F.O.B. destination to US. Embassy Warehouse, Jl. Hang Jebat 45, Jakarta Selatan.
All firms interested in being included in this project must be technically qualified and financially responsible to perform the work. At a minimum, each Offeror must meet the following requirements when submitting their proposal:
- Be able to understand written and spoken English;
- Have an established business with a permanent address and telephone listing;
- Have the necessary personnel, equipment and financial resources available to perform the work;
- Have all licenses and permits required by local law;
- Meet all local insurance requirements;
- Have no adverse criminal record; and
- Have good experience and past performance records.

US Embassy Jakarta intends to issue an RFQ for cellphone calls and internet data services provider to the Embassy of the United States of America in Jakarta, U.S. Consulate General Surabaya, U.S. Consulate Medan, and Consular Agency Bali. The anticipated performance is for one base period of twelve months and four one-year option periods, at the option of the Government. Prospective Offeror must be able to comply with all legal and regulatory requirements for operating in Indonesia. Please see the RFQ for submission details and actual response date.
The site visit/pre-proposal conference will be held on-line on March 23rd, 2021 at 10.00 hours local time. Prospective offerors/quoters interested in attending should email JakContractingOffice-RFP@state.gov or call 5083-1000 press 0, at the latest five (5) days prior to the meeting date.
